I'm currently using kernel: 2.6.19-gentoo-r5 and I'm not able to get a driver
to recognize the device as a Windows CE Syncable device.

It is the Gizmondo production model.
T: Bus=03 Lev=01 Prnt=01 Port=01 Cnt=02 Dev#= 5 Spd=12 MxCh= 0
D: Ver= 1.00 Cls=ff(vend.) Sub=ff Prot=ff MxPS= 8 #Cfgs= 1
P: Vendor=1564 ProdID=00ce Rev= 0.00
C:* #Ifs= 1 Cfg#= 1 Atr=80 MxPwr= 50mA
I: If#= 0 Alt= 0 #EPs= 2 Cls=ff(vend.) Sub=ff Prot=ff Driver=(none)
E: Ad=81(I) Atr=02(Bulk) MxPS= 64 Ivl=0ms
E: Ad=04(O) Atr=02(Bulk) MxPS= 64 Ivl=0ms
Any suggestions? The device does work with activesync on Windows I've attached
the driver install files for Windows from a quick glance at the inf it looks
like a USB Serial driver, can anyone confirm this?

This was infact a usb-serial driver... I wrote a guide on how I got it to
work at:

http://gizguides.wikidot.com/synce

Some of the issues I ran into:
The udev rule had an incorrect path to the serial-start
Creation of the synce was absolutely necessary otherwise modules.conf would
be overwritten

I'm happy that you were able to solve this!

Maybe you could add an entry here and link to your guide?

or maybe create this page in a similar style:
